Improving urban water management and building water supply resilience in the city of Harare, Zimbabwe – a systems view

Starting from a resilience assessment of Harare's water supply, the system interactions city’s management arrangements are explored through series causal loop diagrams. These based on economic, physical, commercial, environmental, and social subsystems reinforcing balancing loops that influence key variables interest in each identified. The analysis identifies shortcomings including weak provider-customer relationship, limited governance capacity, inadequate coordination integration between players, shortfalls physical supply critical infrastructure, environmental degradation, lack disaster response recovery measures.A strategies proposed as intervention actions target areas potential leverage identified analysis, improving customer-provider relationships; increasing coordination, collaboration, integration; developing informational infrastructure enhancing protection rehabilitation. impacts these highlighted strengthening elements diagrams addressing gaps systems mapping approach reveals issues large-scale, cross-sectoral, compounding. Remediation must therefore also be multi-faceted holistic scope.
